В соответствии с Федеральным законом от 22.11.2016 № 385-ФЗ «О единовременной денежной выплате гражданам, получающим пенсию» в январе 2017 будет осуществлена единовременная денежная выплата в размере 5 тысяч рублей гражданам, постоянно проживающим на территории Российской Федерации и получающим пенсию, производимую Пенсионным фондом Российской Федерации. 

Согласно письму Министерства труда и социальной защиты, данная выплата не будет учитывается при предоставлении гражданам мер социальной поддержки, предусмотренных законодательством и субъектами Российской Федерации.

При реализации Федерального закона от 28.12.2013 № 442-ФЗ «Об основах социального обслуживания граждан в Российской Федерации» данная единовременная денежная выплата не будет учитываться как при расчете размера среднедушевого дохода для предоставления социальных услуг бесплатно, так и при исчислении среднедушевого дохода, определяющего размер ежемесячной платы за предоставление социальных услуг в стационарной форме, получателя.
